Ministry of Education, Science, Research and Sports of the Slovak Republic submitted to inter-ministerial comment procedure, a bill amending the law no. 440/2015 Coll. on Sport and on Amendments to Certain Acts, as amended regulations and amending certain laws (“Act“).
Said changes are proposed throughout the wording of the Act. Especially in the areas of Slovakia Olympic and Sports Committee and the Slovak Paralympic Committee, contracting parties’ relations, sports representation, chief sports controller, sport financing, access to justice in the field of sport, the sports information system and education in sport.
The aim of this amendment to the Act is to consider the needs of application practice. The amendment to the Act aims to simplify the Act and make it clearer and more comprehensible. Legislator is trying to regulate only the necessary areas in order to reduce the administrative burden, but vice versa increase transparency in several areas.
The change also concerns the financing of athletes. For example, the amendment proposed for amateur athletes to be remunerated occasionally if they do not have a steady income from a dependent or self-employed activity gainful activity.
Also, relationships of professional athletes with sports organizations or club has been greatly simplified. Athletes´ rights and obligations remain maintained and this relationship is sought to be as close as possible to the employment relationship, so that there is one type of contract.
Furthermore, contract types are extended, for example by a contract for the performance of the activity of an expert, so that may also be applied to an athlete. Such a change results in the possibility of concluding contracts with underage athletes old or do sports only as an amateur and are not available to sports organizations throughout the day. Finally, the change will also affect the sponsorship agreement, in a way of simplification the relationship between the sponsor will be simplified and sponsored.
